MINUTES OF ANNUAL MEETING SATURDAY, AUGUST 7, 2021

Welcome:
Roger Sherman, President of the Tahosa Valley Landowners Association (TVLA), opened the 2021 Annual Meeting of the Association, welcoming members and guests. He briefly reviewed challenges in the past year including Under Canvas, Wild Side Adventure Park, the pandemic, and wildfires. He extended special thanks to Stephen and Amy Owens for their leadership opposing the Wild Side Adventure Park. New owners to the Tahosa Valley were welcomed including Meeker Park Lodge and Lane Guest Ranch, and Seven Keys Lodge, formerly Bald Pate Inn. Roger spoke of the mission of the TVLA to “Preserve and Protect” and emphasized the need to be vigilant in staying informed about Estes Park, Larimer and Boulder County, State, National Park, and Forest Service plans and policies. He asked for volunteers to help monitor these organizations. Roger mentioned the possibility of needing to hire lawyers in the future and reminded members to please pay dues to ensure adequate funds are available to continue the work of the Association. In an effort to be frugal and respect the ongoing pandemic, no lunch was served at the annual meeting. Roger then introduced Mitch McWilliams for an update on High Peak Camp and The Salvation Army.
Program:
The Salvation Army: Mitch McWilliams from The Salvation Army provided updates on what’s happening at High Peak Camp and The Salvation Army. Work continues on the ponds and waste treatment plant. Both have been delayed due to exceptionally wet weather this year. The dam will be completed in the next month and then the pond will be filled with water for wildlife, campers (canoeing), and for use as a water resource for fire mitigation. It will eventually be stocked. Mitch invited neighbors in the Tahosa Valley who would like to fish to please check in at the office first so they know you’re there. Of course, please be respectful so we don’t lose this very generous and neighborly offer.
The wetlands are currently being restored. There are plans for a perimeter trail to be built in 2022. The waste treatment plant should be done at the end of the year. After that, the road will be repaired. The barn is being disassembled and repurposed for minimal waste and environmental impact. Their goal is to restore the area to its original pristine view. A donation in excess of $1M will allow further enhancements including a challenge course and climbing wall.
Boulder County Short Term Rentals: Three people from Boulder County discussed short term rentals and answered questions: Dale Case, Director of Community Planning, Rebecca Toberman, Licensing Specialist, and Jesse Rounds, Planning Manager, Code Compliance. They provided a very thorough overview of short term rental regulations, policies, and procedures. The information is very detailed and specific to each situation. For further information, please refer to the slide deck the speakers provided, which will be posted on the TVLA Web site. Additionally, please contact the Boulder County Planning Department directly.
Larimer County Short Term Rentals: Because Larimer County was unable to attend the annual meeting, a separate meeting regarding Short Term Rentals has been scheduled with Larimer County Commissioner Jodie Shaddock-McNalley and Lesli Ellis, Community Development Director, Larimer County Planning Department. It will be held Tuesday August 24 at 5:30pm at The Salvation Army High Peak Camp Chapel, 111 Salvation Ln, Estes Park, CO 80517. Be sure to attend to learn about Short Term Rentals in Larimer County, as each County has different policies and procedures.
Business Meeting:
President Roger Sherman called the business meeting to order and introduced board members in attendance, including John Pickens, Jonathan Dings, Bob Nesbit, Phil Stern, and Phil Gaughan.
Minutes: The 2020 TVLA Annual Meeting was held via Zoom and experienced some technical difficulties due to connectivity. As a result, it was not possible to produce minutes from that meeting. Roger Sherman moved to suspend approval of the 2020 Annual Meeting minutes. The motion was seconded by Phil Stern.
Recognition and Thanks: Jennie Esarey, our dear friend and long-time faithful Executive Secretary, resigned her position due health and other concerns. Roger extended deep thanks and sincere appreciation for Jennie’s many years of expert and untiring service. As is often the case with people like Jennie, the full extent of her knowledge, organization, and service is still being discovered and appreciated.
Treasurer’s Report: Treasurer Jonathan Dings summarized the financial status of the Association. Currently there are $19,000 in assets, not including dues collected at the meeting. There are no large outstanding debts.
Old Business: Various items of ongoing concern were discussed including the Wild Side Adventure Park and the Mustang Mountain Coaster. Efforts of developers to acquire zoning exceptions for these and future projects need to remain a top priority for TVLA. The positive impact of Larimer County Commissioner Jody Shaddock-McNalley and Community Development Director Lesli Ellis in protecting the Tahosa Valley were acknowledged.
New Business:
The upcoming closure of Highway 7 in the south end of the Tahosa Valley was discussed. Expect extended closures with brief periods when the road will be open a couple times each day. Lane closures are expected to start in mid-September, with project completion anticipated Fall 2022.
The possible need for attorney fees to fight future development projects was discussed, and members were encouraged to continue to pay dues in a timely manner.
Concern was expressed for vehicles parking overnight along Highway 7. Sheriff Deputy Isaac Marcanthony happened to be present at the annual meeting and recommended calling the county sheriff department when the same vehicle is seen parked multiple nights so they can investigate. Noise and speeding along Highway 7 was also discussed.
Call for New Board Members:
Steve and Amy Owens expressed desire to serve on the Board. Additional nominations were requested, however none were offered.
Election of the Board:
Steve and Amy Owens were elected to the Board. Congratulations and welcome!
Comments for the Good of the Organization and the Valley:
President Roger Sherman noted that today’s Annual Meeting was held one week earlier than usual and interfered with several other HOA meetings in the valley. It is usually the second Saturday in August and
will be kept on that date in the future.
There will be a TVLA 2021 Annual Meeting via Zoom with President Roger Sherman on Saturday, August 21, 2021 from 10am to 11:30 MDT for those who could not attend the in-person Annual Meeting this year. An invitation will be emailed with details prior to the meeting.
